dc.description.abstractDentro de la amplia gama de temas que guardan relación con la problemática ambiental y que en los últimos años ha tomado fuerza en los programas de protección del medio ambiente a nivel mundial y en Colombia, está la gestión de los residuos sólidos y materiales de construcción denominados escombros. La problemática ambiental de los residuos sólidos y materiales de construcción denominados escombros en Colombia, y en el caso del Municipio de El Cerrito en el Departamento del Valle, tal como lo establece la política al respecto a nivel nacional, está asociada con los siguientes aspectos fundamentales: • Falta de conciencia y cultura ciudadana sobre el manejo de los escombros, sin tener en cuenta el impacto en el ambiente por la falta de sensibilización. • El potencial de aprovechamiento de los escombros se pierde porque se mezclan en el origen. • Siempre se enfoca el manejo de los escombros en la disposición final, como es el relleno sanitario o vertederos, sin contemplar otras alternativas. Igualmente, en las otras fases que conlleva el manejo de los escombros como el transporte, tratamiento, aprovechamiento y almacenamiento. • La Política Ambiental Nacional contempla la implantación de la gestión integrada de residuos sólidos y de construcción, no peligrosos y peligrosos, que como tal consta de una gran variedad de elementos, acciones y prácticas administrativas, que se complementan entre sí y que permiten manejar con seguridad y eficiencia los diversos flujos que componen los estos materiales. Un sistema de gestión integrada debe reducir los impactos negativos sobre la salud humana y el medio ambiente, así como promover la valorización y aprovechamiento de los escombros. Nuestro trabajo esté enfocado principalmente en diseñar las estrategias que se deben implementar para lograr un modelo de gestión integral para el manejo de escombros en el municipio de El Cerrito en el Departamento del Valle porque consideramos que es una población que se está viendo afectada por el manejo inadecuado que se le está dando a los residuos de construcción denominados escombros.spa

dc.description.abstractenglishInside the wide range of topics that they keep relationship with the environmental problem and that in the last years it has taken force in the protection programs from the environment to world level and in Colombia, it is the management of the solid residuals and materials of construction denominated debris. The environmental problem of the solid residuals and materials of construction denominated debris in Colombia, and in the case of the Municipality of The Hill in the Department of the Valley, just as the politics it establishes it in this respect at national level, it is associated with the fundamental following aspects: • It lacks of conscience and civic culture on the handling of the debris, without keeping in mind the impact in the atmosphere for the lack of sensitization. • The potential of use of the debris gets lost because they mix in the origin. • The handling of the debris is always focused in the final disposition, like it is the sanitary filler or drains, without contemplating other alternatives. Equally, in the other phases that it bears the handling of the debris like the transport, treatment, use and storage. • The Environmental National Politics contemplates the installation of the integrated management of solid residuals and of construction, not dangerous and dangerous that consists of a great variety of elements, actions and administrative practices that are supplemented to each other as such and that they allow to manage with security and efficiency the diverse flows that compose those these materials. A system of integrated management should reduce the negative impacts on the human health and the environment, as well as to promote the appraisement and use of the debris. Our work is focused mainly in designing the strategies that should be implemented to achieve a model of integral management for the handling of debris in the municipality of The Hill in the Department of the Valley because we consider that he/she is a population that is being affected by the inadequate handling that is giving to the residuals of construction denominated debris.spa
