dc.description.abstractLas ventas informales constituyen en la actualidad un fenómeno creciente que forma parte de la realidad económica del mundo, y de manera especial de las sociedades en desarrollo como la colombiana, donde bien podría decirse, que aportan alrededor del 60% de los puestos de trabajo. El presente proyecto, aborda el fenómeno de las ventas informales en el contexto actual de la capital santandereana, que hoy por hoy se constituye en el polo de desarrollo del oriente colombiano, y como tal, se ha convertido en un territorio atractivo para emprender actividades económicas de todo tipo, tales como las ventas informales, que crecen permanentemente y constituyen la única alternativa de ingresos para gran parte de sus pobladores. El proyecto se planteó como objetivo, analizar las necesidades y el conocimiento de los vendedores informales de Bucaramanga, frente a las acciones de respuesta institucional desarrolladas en los últimos 20 años, para mejorar sus condiciones de vida y fomentar su formalización El Estudio comunitario, utilizó herramientas metodológicas tales como, la Observación no Participativa y la Matriz de Vester, que permitieron conocer la percepción de la población objeto del proyecto, respecto a la situación de inseguridad y de inestabilidad, como factores preponderantes de las problemáticas que afrontan en el ejercicio de sus labores. Se enfatizó igualmente, en la percepción de asedio y represión permanente de los organismos de control, que agudizan sus precarias condiciones. Así mismo, fue relevante, el valor que otorgan a la familia como estímulo para enfrentar los retos diarios de su actividad económica, y de perseverar en ella como proyecto de vida. Desde la perspectiva gremial, el Estudio encontró tres elementos: 1) La precaria condición socio económica en la que operan; 2) La voluntad e interés por iniciar procesos de formalización; y 3) La relevancia que reviste el desarrollo de procesos de capacitación. Estos tres elementos, son considerados claves para proponer y concretar una política pública, que integre y articule roles y acciones de los actores involucrados, en la perspectiva de mejorar sus condiciones actuales. dc.description.abstractenglishInformal sales are currently a growing phenomenon that is part of the economic reality of the World, and especially of developing societies such as Colombia, where they contribute about 60% of Jobs. This Project addresses the phenomenon of informal sales in the current context of the capital of Santander, the development center of Eastern Colombia and as such, attractive territory to undertake economic activities of all kinds, including informal sales, which are constantly growing and constitute the only income alternative for many of its inhabitants. The objetive of the Project was to analyze the needs and knowledge of the informal sellers of Bucaramanga, against the institucional response actions developed in the last 20 years, to improve their living conditions and promote their formalization. The Project used methodological tolos such as Non-participatory Observation and the Vester Matrix, which allowed to know the perception of the population object of the Project, regarding the situation of insecurity and instability, as preponderant factors of the problems they face and the perception of permament siege and repression exercised by control agencies, sharpening their precarious conditions; On the other hand, it was considered the preponderant role of their families,as stimilus to face the daily challenges of their economic activity and to persevere in it as a life Project. From the unión perspective, the Study found three elements: 1) The precarious socio-economic condition in which they opérate, 2) The willingness and interest to initiate formalization processes; and 3) The need to develop training processes. These three elements are considered key to propose and specify a public policy that integrates and articulates roles and actions of the actors involved in the perspective of improving their current conditions.
