| dc.description.abstract | La presente monografía es realizada para optar el título de Especialista en Educación Superior a Distancia de la Universidad Nacional Abierta y a Distancia - UNAD y se fundamenta en los lineamientos para la presentación de trabajos de grado de los programas de especialización de la Escuela de Ciencias de la Educación - ECEDU de la institución, cuya línea de investigación está enfocada en Pedagogía, Didáctica y Currículo. La temática se desarrolla en torno a la identificación de los elementos que afectaron negativamente la ejecución y el desarrollo del Programa Nacional de Bilingüismo – PNB (2004 - 2019) en Colombia, el cual fue diseñado, implementado y supervisado por el Ministerio de Educación Nacional – MEN, con el apoyo del British Council. El tema surge como un interrogante que permita dar respuesta al porqué del bajo nivel de dominio idiomático presente en los estudiantes de todos los sectores educativos del país, que se mantiene aún después de varios años de la entrada en vigencia del PNB, con el cual se pretendía mejorar considerablemente en materia de bilingüismo. La finalidad de este trabajo es mostrar los elementos de orden académico, social y cultural que vienen entorpeciendo los propósitos establecidos en torno a la apropiación de una segunda lengua en nuestro país, con relación específica en el Programa Nacional de Bilingüismo y que puedan ser tomados en cuenta para futuros proyectos en esta temática. La estructura de este trabajo permite, en un principio, contextualizar al lector en el concepto mismo de bilingüismo, así como en los diferentes elementos relacionados con el tema. De igual forma, se abordan las razones y propósitos por los cuales fue establecido el PNB en Colombia, así como los lineamientos y la forma como fue estructurado. Por último, se muestran las causas que no han permitido alcanzar los resultados esperados y cómo estas le afectan negativamente, al igual que una serie de discusiones y recomendaciones al respecto. | spa |

| dc.description.abstractenglish | The present monograph is carried out to opt for the title of Specialist in Higher Education at a Distance from the Universidad Nacional Abierta y a Distancia - UNAD and is based on the guidelines for the presentation of degree works of the specialization programs of the School of Sciences of the Education - ECEDU of the institution, whose line of research is focused on Pedagogy, Didactics and Curriculum. The theme is developed around the identification of the elements that negatively affected the execution and development of the Programa Nacional de Bilingüismo - PNB (2004 - 2019) in Colombia, which was designed, implemented and supervised by the Ministerio de Educación Nacional - MEN, with the support of the British Council. The topic arises as a question that allows us to answer the reason for the low level of language proficiency present in students from all educational sectors of the country, which remains even after several years of the entry into force of the PNB, with which the government wanted to improve considerably in the field of bilingualism. The purpose of this work is to show the elements of an academic, social and cultural order that have been hindering the purposes established around the appropriation of a second language in our country, specifically related to the Programa Nacional de Bilingüismo and that can be taken into account for future projects in this area. The structure of this work allows, at first, to contextualize the reader in the very concept of bilingualism, as well as in the different elements related to the topic. Likewise, the reasons and purposes for which the PNB was established in Colombia, as well as the guidelines and the way in which it was structured. Finally, the causes that have not allowed the expected results to be achieved and how they affected it negatively, as well as a series of discussions and recommendations in this regard. | spa |
