dc.descriptionThis document exposes advantages that transparency and access to public information to society can generate. These rights cannot rest only on the legislation, but require actions, objectives, goals and programs that make them effective. It is understood that not only the evolution of these must be observed at the constitutional and legal level, but also attend to the implementation of public policies as generators of citizenship, creating trust in the systems of accountability, supervision and responsibilities, as well as their roots in society, because an informed and participatory society contributes to the growth of their country. In this sense, this document links the right of access to information and transparency as a democratic mechanism in which the State and citizenship binomial provide conditions for improvement based on the information raised during a pandemic.en-US
dc.descriptionEste documento expone ventajas que pueden generar la transparencia y el acceso a la información pública a la sociedad. Estos derechos no pueden descansar sólo en la legislación, sino requieren de acciones, objetivos, metas y programas que lo hagan efectivo. Se entiende que no sólo debe observarse a nivel constitucional y legal la evolución de estos, sino atender la implementación de políticas públicas como generadoras de la ciudadanización de los mismos, creando confianza en los sistemas de rendición de cuentas, fiscalización y de responsabilidades, así como su enraizamiento en la sociedad, porque una sociedad informada y participativa coadyuva en el crecimiento de su país. En ese sentido, este documento vincula el derecho de acceso a la información y transparencia como un mecanismo democrático en el que el binomio de Estado y ciudadanía prevean condiciones de mejora a partir de la información suscitada durante una pandemia.es-ES
