dc.description.abstract	En esta monografía se presenta un análisis de los avances en materia de Consulta Previa en Colombia, durante el periodo de 2019-2021, estableciendo su aporte en la garantía del derecho fundamental de las comunidades étnicas y en la promoción del desarrollo económico de los territorios, partiendo de las órdenes impartidas por la Corte Constitucional de Colombia en la Sentencia SU 123/2018. En ese sentido, fue necesario establecer los antecedentes de la Consulta Previa, antes de la Sentencia SU 123/2018, la respuesta institucional por parte del Gobierno de Colombia frente a esta sentencia, los retos presentados a partir de 2020 para los actores de la misma y su articulación, con el fin de establecer los avances del Proceso de Consulta Previa, en el equilibrio de la promoción del derecho de las comunidades étnicas y el desarrollo económico de los territorios.

dc.description.abstractenglish	This monograph presents an analysis of the progress made in the field of Prior Consultation in Colombia, during the period of 2019-2021, establishing its contribution in the guarantee of the fundamental right of ethnic communities and in the promotion of the economic development of the territories, based on the orders issued by the Constitutional Court of Colombia in Judgment SU 123/2018. In that way, it was necessary to establish the background of the Prior Consultation, before Judgment SU 123/2018, the institutional response by the Government of Colombia to this ruling, the challenges presented from 2020 for the actors of the Prior Consultation, and its articulation, in order to establish the progress of the Prior Consultation Process, in the balance of the promotion of the right of ethnic communities and the economic development of the territories.
