| dc.description | Many international efforts have been made for the purposes of controlling, reducing, and prohibiting nuclear weapons. While the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) is the centerpiece of the current nuclear order, those most skeptical of the sustainability of nuclear deterrence advocate the establishment of a disarmament regime based on the Treaty on the Prohibition of Nuclear Weapons (TPNW). Within the European Union, we can notice a disparity of positions on this issue, both among organs and member states, which hinders the adoption of a coherent strategy. Addressing the impact of relevant issues such as the war in Ukraine and nuclear-sharing, the article outlines the challenging situation in which the EU finds herself. The article reviews the evolution of the EU’s role as an emerging actor in the European theater, describes the main possible models of nuclear order, and analyzes the most relevant challenges that the EU currently faces; challenges both endogenous (the divergence between bodies and member states) and exogenous (the risks arising from the war in Ukraine and the Iranian nuclear program). The article argues that, both for the sake of maintaining the current non-proliferation regime and of facilitating universal denuclearization, the EU needs to urgently address these challenges and help strengthen the NPT. | en |
| dc.description | Muchos esfuerzos internacionales han sido destinados a los propósitos de controlar, reducir y prohibir las armas nucleares. Mientras que el actual orden nuclear orbita en torno al Tratado sobre la No Proliferación de Armas Nucleares (TNP), aquellos más desconfiados sobre la sostenibilidad de la disuasión nuclear defienden instaurar un régimen de desarme universal basado en el Tratado sobre la Prohibición de las Armas Nucleares (TPAN). En el seno de la Unión Europea (UE) existe una disparidad de posiciones sobre ese respecto, tanto entre órganos como entre Estados miembros, lo que dificulta la adopción de una estrategia coherente. Abordando el impacto de cuestiones relevantes como la guerra de Ucrania y el nuclear-sharing, el artículo esboza la tesitura en la que se encuentra la UE en relación con las armas nucleares. Se repasa la evolución de su rol como actor emergente en el teatro europeo, se describen los principales modelos de orden nuclear posible y se analizan los desafíos más relevantes que la UE enfrenta conjuntamente en el marco vigente; desafíos tanto endógenos (la divergencia de posiciones entre órganos y Estados miembros) como exógenos (los riesgos derivados de la guerra en Ucrania y la proliferación de Irán). El artículo argumenta que, tanto para mantener el actual régimen de no proliferación como para facilitar la desnuclearización universal, la UE debería afrontar con urgencia los retos descritos y contribuir a reforzar el TNP. | es |
