| dc.description.abstract | Este estudio surge con el propósito de desarrollar y aplicar un Instrumento GESPLAN para supervisar, monitorear y alcanzar las metas del Plan de Desarrollo del municipio de El Roble (Sucre) - Gobierno de Soluciones, período 2020-2023. Se basa en las actividades planificadas y ejecutadas del ente territorial, así como en el kit KPT proporcionado por el DNP. Con el objetivo de alcanzar las metas prioritarias con orientación a resultados, aumentar la productividad, generar información consolidada y detallada, se unificarán en un solo instrumento GESPLAN el Plan Indicativo (PI), el Plan Operativo Anual de Inversiones (POAI), y un Tablero de Control (TC). Por tanto, se llevará a cabo una investigación descriptiva con enfoque cualitativo para comprender el principal problema de planificación y gestión de la institución. Posteriormente, se desarrollará un instrumento junto con su correspondiente guía de uso, lo que facilitará la detección temprana de problemas basada en información sólida proporcionada por los informes. Además, permitirá la presentación de informes relevantes al DNP sobre el progreso del PDT y respaldará la gestión de la administración municipal. | dc.description.abstractenglish | This study arises with the purpose of developing and applying a GESPLAN Instrument to supervise, monitor, and achieve the goals of the Development Plan of the municipality of El Roble (Sucre) - Government of Solutions, period 2020-2023. It is based on the planned and executed activities of the territorial entity, as well as on the KPT kit provided by the DNP. With the aim of reaching the priority goals with a focus on results, increasing productivity, and generating consolidated and detailed information, the PI, the Annual Investment Operational Plan (POAI), and a Control Board (TC) will be unified into a single GESPLAN instrument. Therefore, a descriptive research with a qualitative approach will be carried out to understand the main planning and management problem of the institution. Subsequently, an instrument will be developed along with its corresponding user guide, which will facilitate the early detection of problems based on solid information provided by the reports. Additionally, it will allow the submission of relevant reports to the DNP on the progress of the development plan and will support the management of the municipal administration.
