| Description: | Disciplinary proceedings to a student from Pedagogical University of Colombia, in 1958, made evident a clear violation to his freedom of speech by the institution. This is due to a lack of internal rules. Conclusions are that such rules did not previously exist and higher and academic councils, who were in charge of writing them, did not do that. Then, external rules should be applied in that case, such as those of National University of Colombia, to meet the institution’s operational needs. Un proceso disciplinario a un estudiante de la Universidad Pedagógica de Colombia, en 1958, evidencia una clara vulneración a la libertad de opinión dentro de la institución. Lo anterior debido a la falta de normas internas. Los Consejos Académico y Superior, así como la Dirección de la Universidad, quienes tenían la obligación de elaborarlas no lo hicieron, por tanto, se debió aplicar normas externas como las de la Universidad Nacional de Colombia, para atender a las necesidades del funcionamiento institucional. |
