| dc.description.abstract | Han pasado 37 años desde que se declaró la emergencia ambiental por parte de la antigua Dirección Regional del Instituto Nacional de Recursos Naturales Renovables y del Ambiente-INDERENA de Antioquia, por la utilización de los recursos naturales de forma inadecuada en actividades de minería. Demandando el actuar del Estado, en acciones para preservar y mitigar el daño que se ha generado sobre el medio ambiente, sus ecosistemas y la salud humana, por el proceso de lavado del material aluvial y las partículas de mercurio derivadas al proceso de amalgamiento las cuales impactan significativamente. Con la presente investigación se ha buscado evaluar que ha cambiado y en especial, realizar un análisis del actuar de las Instituciones del Estado que participan directamente en el control de la extracción de minerales naturales en el Bajo Cauca, Antioqueño para el periodo comprendido del año 2020 al 2023. Método: Revisión cualitativa y cuantitativa de documentos existentes, estadísticas entregadas por algunas de las entidades, análisis de entrevistas realizadas a diferentes actores de instituciones públicas, privadas, entre otros participantes de diferentes ONG, sobre la percepción de la normatividad existente y las políticas públicas ambientales, aplicadas en la región del bajo Cauca, entre los municipios de Nechí y Caucasia, al Norte de Antioquía.

Demanding the action of the State, in actions to preserve and mitigate the damage that has been generated on the environment, its ecosystems and human health, by the process of washing the alluvial material and mercury particles derived from the amalgamation process which impact significantly. The present investigation has sought to evaluate that has changed and to conduct an analysis of the actions of State institutions directly involved in the control of natural mineral extraction in Bajo Cauca, Antioquia for the period from 2020 to 2023. Method: Qualitative and quantitative review of existing documents, statistics provided by some of the entities, analysis of interviews with different actors from public and private institutions, among other participants from different NGOs, on the perception of the existing normativity and environmental public policies, applied in the region of lower Cauca, between the municipalities of Nechí and Caucasia north of Antioquia. | |
