| dc.description.abstract | A través de un estudio de caso en el antiguo Espacio Territorial de Capacitación y Reincorporación (aETCR) La Fila, en el municipio de Icononzo, esta investigación evalúa el avance de la Política Nacional de Reincorporación Social y Económica (PNRSE) desde la perspectiva de los firmantes. Un primer momento de análisis y problematización de objetivos de la PNRSE y los indicadores del Plan de Acción y Seguimiento (PAS). Un segundo momento de análisis de la perspectiva de valoración de la implementación de la PNRSE de los firmantes y un tercer momento de contrastación con los avances publicados en el Sistema integrado de información para el postconflicto. Los resultados revelaron que la PNRSE contiene objetivos amplios y su PAS contiene debilidades en sus indicadores, impidiendo la evaluación con objetividad y basada en evidencia. Se determina que no contemplo integralmente el nivel territorial, dejándolo fuera de indicadores, acciones y compromisos, lo que hace no factible la evaluación focalizada por territorio. Y evidencia que la perspectiva de los firmantes sobre el avance en la implementación de la PNRSE dista del avance publicado por el gobierno nacional, y aun cuando reconocen acciones y avances parciales, el objetivo general de “Garantizar la reincorporación integral de firmantes y sus familias a la vida civil” continua sin cumplimiento integral y efectivo. El desarrollo de esta propuesta entrega recomendaciones para la integración del nivel territorial políticas nacionales, para potenciar y articular las dinámicas territoriales y busca contribuir como insumo a la formulación de este tipo de Políticas. | |

| dc.description.abstractenglish | Through a case study in the former Territorial Space for Training and Reincorporation (aETCR) La Fila, in the municipality of Icononzo, this research evaluates the progress of the National Policy for Social and Economic Reincorporation (PNRSE) from the perspective of the signatories who inhabit the space. Firstly, he problematized the current objectives of the PNRSE and the indicators of its Action and Monitoring Plan (PAS). A second moment of analysis of the perspective of assessing the implementation of the PNRSE of the signatories and a third moment of contrast with the advances published in the Integrated Post-conflict Information System. The results revealed that the PNRSE contains broad objectives, and its PAS contains weaknesses in its indicators, preventing objective and evidence-based evaluation. It is determined that I do not fully contemplate the territorial level, leaving it out of indicators, actions, and commitments, which does not make the evaluation focused on the territory feasible. This investigation shows that the perspective of the signatories on the progress in the implementation of the PNRSE is far from the progress published by the national government, and even when actions and partial progress are manifested, the general objective of "Guaranteeing the full reincorporation of signatories and their families to civilian life, in accordance with their interests and within the framework of the Final Agreement" continues without full and effective compliance. The development of this proposal provides recommendations for the integration of national policies at the territorial level, to promote and articulate territorial dynamics and seeks to contribute as an input to the formulation of this type of Policies. | |
