| dc.description.abstract | Educación es un derecho fundamental no sólo porque permite el desarrollo pleno e integral de los seres humanos sino porque además da el acceso al goce de otros derechos, por otra parte los cambios que se plantearon en el mundo a partir de la segunda mitad de la década de los noventa, implicaron nuevos temas para las políticas públicas en América Latina, entre ellos el desarrollo de las Tecnologías de la Información y las Comunicaciones (TIC), que permitieron la emergencia de una plataforma para la implementación de nuevas tendencias en el área de la sociedad de la Información, que suponía que ésta se encontraba centrada en la persona, abierta a todos y de acuerdo a los objetivos y principios de las Naciones Unidas. Por ellos los distintos gobiernos en Bogotá, han buscado en las últimas décadas, implementar programas que articulen herramientas que promuevan su calidad, entre ellos las TIC¨s. Pese a los enormes esfuerzos, la mayor parte de las y los docentes no estaban preparados para realizar un uso intensivo de las nuevas herramientas, y la calidad educativa no ha tenido una mejora significativa. | dc.description.abstractenglish | Education is a fundamental right not only because it allows the full and integral development of human beings but also because it gives access to the enjoyment of other rights, on the other hand the changes that arose in the world from the second half of the decade of the nineties, implied new issues for public policies in Latin America, among them the development of Information and Communications Technologies (ICT), which allowed the emergence of a platform for the implementation of new trends in the area of Information society, which assumed that it was centered on the person, open to all and in accordance with the objectives and principles of the United Nations. For them, the different governments in Bogotá have sought, in recent decades, to implement programs that articulate tools that promote their quality, including ICT. Despite enormous efforts, most teachers were not prepared to make intensive use of the new tools, and educational quality has not improved significantly. To delve deeper into this case in a specific territory, this document sought to analyze how the digital educational policy was developed in Bogotá during the administration of Claudia López. | |
