| dc.description.abstract | Mediante la aplicación de diversas técnicas de análisis prospectivo, se logró determinar dos
escenarios alternativos, uno catastrófico y uno apuesta, sobre los retos y desafíos de la ciencia, la
tecnología y la innovación en Colombia al año 2025. El escenario apuesta se denominó: “Un salto
hacia el futuro” aquel en el que Colombia contribuirá amplia e importantemente en el desarrollo
de un mundo movilizado hacia la investigación en diversos campos y para el que Colombia estará
preparada para este desafío, con un aparato nacional institucional de ciencia y tecnología,
fortalecido en todos sus campos, un número básico de investigadores que lo posiciones dentro de
los primeros 5 países Latinoamericanos, muy cercano a Brasil, que cuenta con una fuerte cultura
investigativa que es transversal a todos los niveles educativos liderada por las universidades
públicas y privadas con alianzas con el sector productivo. Los otros escenarios describen,
alternativas que dependen de 25 variables y 17 actores intervinientes, en donde se conjugan sus
intereses y poderes. Finalmente se establecen estrategias conducentes a alcanzar el escenario

| dc.description.abstractenglish | Through the application of techniques of prospective analysis, it was possible to determine two
alternative, one pessimistic and one optimistic scenarios, about the defiance and challenges of
science, technology and innovation in Colombia in the year 2025. The optimistic scenario was
called "A jump into the future" in which Colombia will contribute greatly and importantly to the
development of a world mobilized towards research in various fields. In which one Colombia
will be prepared for this challenge, with a national institutional system of science and technology
strengthened in all its fields, a basic number of researchers that positions Colombia within the
first 5 Latin American countries, very close to Brazil, with a strong research culture that is
transversal to all educational levels from public and private universities with alliances with the
productive sector. The other scenarios describe, alternatives that depend on 25 variables and 17
stakeholders, where their interests and powers are combined. Finally strategies are established to
