The article corresponds to a part of the theoretical and conceptual review around the concept of informative pluralism carried out by the consulting firms Blue Note and Econometrics Consultants -of which the author was a part- for the Communications Regulation Commission CRC within the framework of the Study of the Audiovisual Content Industry in Colombia: production, aggregation and dissemination of content on open and closed television and on subscription video on demand (SVOD) platforms advanced in the year 2020 and which gave rise to the regulatory authority formulating a model of evaluation of informative pluralism in the contents of open television in Colombia called MEPI (Model of evaluation of informative pluralism). The theoretical review, which was complemented with interviews with national and international experts in communication, information and regulation, indicates that this concept has been built from two perspectives: external pluralism and internal pluralism. The first defines that pluralism exists if there is a wide and varied diversity of media with different political and editorial positions that guarantee that all the voices of society have space for the generation and free expression of their opinions, information and content, with little intervention by the public. Condition. The second proposes that in this way media with diverse editorial proposals coexist, it must be guaranteed that their contents are plural and impartial, and that the State must promote policies for their regulation and promotion without implying restrictions on the freedoms of expression, information or opinion.
