dc.description.abstract	Teniendo en cuenta la importancia que representa la salud en nuestro país, las operaciones del FOSYGA han ido creciendo de manera acelerada, nuestro sistema de salud se enfrenta a múltiples problemas entre los cuales podemos ver los problemas de tipo económico a los cuales se enfrenta el sector, las EPS se han encargado de desangrar el sistema convirtiendo la salud en un negocio, además del múltiples figuras fraudulentas que algunos usan para cobrar recobros y reclamaciones por accidentes de tránsito que nunca ocurrieron. El Gobierno con el fin de dar tratamiento a esta problemática, a través de la Ley del Plan Nacional de Desarrollo Todos por un nuevo país crea la ADRES, con el siguiente objetivo: “Para lograr mayor eficiencia en la administración y flujo de los recursos del SGSSS que actualmente se administran a través del FOSYGA, se creará una entidad de naturaleza especial del nivel descentralizado del orden nacional, asimilada a una empresa industrial y comercial del Estado, adscrita al MSPS, con personería jurídica, autonomía administrativa y patrimonio independiente”. Ante la creación de esta nueva entidad, surgen muchos procesos los cuales se considera sería oportuno estudiarlos, primero que todo por lo que la puesta en marcha de una nueva entidad implica y por la importancia que esta refiere en cuanto a que el tema de la salud en nuestro país es un tema de tanta polémica; además este es un proyecto en ejecución lo que permitirá adquirir muchos conocimientos en materia de Gestión Pública.Este proyecto busca observar, analizar y documentar todas las actividades que se deben llevar a cabo para la puesta en marcha de una entidad que adopta las funciones de una entidad ya existente, teniendo en cuenta la complejidad y la importancia de la planeación, puesto que los procesos se deben trasladar y la operación no se debe detener, puesto que las funciones son administrar recursos de la salud. en la actualidad los recursos de la salud son administrados por el FOSYGA. Gracias a la creación de ADRES, se ha logrado mayor eficiencia en la distribución de los recursos, se ha logrado una comunicación más asertiva con los terceros involucrados en el Sistema de Seguridad Social.	spa

The Government in order to address this problem, through the Law of the National Development Plan All for a new country creates the ADRES, with the following objective: "To achieve greater efficiency in the administration and flow of resources of the SGSSS currently administered through FOSYGA, will create an entity of a special nature at the decentralized level of the national order, assimilated to an industrial and commercial enterprise of the State, attached to the MSPS, with legal status, administrative autonomy and independent patrimony. "Before the creation of this new entity, many processes arise which it is considered appropriate to study them, first of all for what the start-up of a new entity implies and for the importance that this refers to the issue of health in our country it is a subject of so much controversy; In addition, this is a project in execution, which will allow acquiring much knowledge in Public Management. This project seeks to observe, analyze and document all the activities that must be carried out for the start-up of an entity that adopts the functions of an existing entity, taking into account the complexity and importance of the planning, since the processes must be moved and the operation should not be stopped, since the functions are to manage health resources. Currently, health resources are administered by FOSYGA. It was established that, for the operation of the Health Resources Management Entity, the national government will define a transition period before the definitive suppression of the FOSYGA, as well as define the conditions for its implementation, such as its internal structure and establish the staff plant.It was established that the steps established with the macro operating processes of FOSYGA: observation of the processes and the execution of the pilots and parallels was very successful, allowing to have a sketch of all those elements necessary for the start-up, which allows to foresee risks futures. Thanks to the creation of ADRES, greater efficiency in the distribution of resources has been achieved, more assertive communication has been achieved with third parties involved in the Social Security System.	spa
