| dc.description.abstract | El objetivo del presente proyecto de Investigación propone coadyuvar en la construcción
participativa y estructuración de una propuesta de acuerdo municipal de la política pública para las
comunidades afrodescendientes del municipio de El Cerrito-2011, mediante la cual se restituyan y
se reconozcan los derechos étnicos, culturales y se dé vía libre al desarrollo de proyectos de estas
comunidades en el Municipio El Cerrito Valle a partir del año 2011.
La comunidad afrodescendiente asentada en el Municipio de El Cerrito, no ha sido ajena a
la problemática común a todos los afrodescendientes del País. Es por esta situación, que se
requiere implementar políticas públicas nacionales y departamentales, adoptándolas para ser
orientadas a lograr se reconozcan los derechos etnoculturales y desarrollo de comunidades
afrodescendientes Municipales.
Las comunidades afrodescendientes deben contar con el respaldo de El Estado para ser
tenidas en cuenta y no ser excluidas o marginadas del desarrollo municipal.

Por lo anterior, basados en el marco de la Constitución Política y la ley 70, se conformó la
mesa técnica para asuntos étnicos, integrada por el grupo investigador del presente trabajo, las
organizaciones afrodescendientes de base, etnoeducadores, líderes cívicos, culturales, sociales y
comunitarios, con el fin de indagar acerca de la problemática que aqueja a la comunidad
afrodescendiente del Municipio y mediante la acción participativa se elaboró una propuesta de
acuerdo municipal que contiene una serie de lineamientos para la aplicación de acciones
afirmativas, objetivos y decisiones por parte del gobierno municipal.
Los lineamientos de la propuesta están representados en el mejoramiento de la calidad de
vida de la población afrodescendiente, el fortalecimiento de su cultura, la garantía y
reconocimiento de sus derechos como grupo étnico, propuesta de medidas eficaces para combatir
la discriminación en todas sus esferas, promoción de las relaciones de corresponsabilidad social y
el reconocimiento y apoyo a dinámicas socioculturales, económicas y organizativas de los
afrodescendientes del Municipio.
Así mismo, se plantearon como ejes estratégicos entre otros, los siguientes: Economía y
Desarrollo, Educación, Cultura y Deportes, Tercera edad, Salud y medio ambiente, infancia y
adolescencia, Equidad y protección a la mujer, Protección especial y derecho a las personas en
situación de discapacidad, entre otros. | spa |

| dc.description.abstractenglish | The objective of the present project of Investigation proposes support in the

The community Afro-descendants placed in the Municipality of El Cerrito, it has not
been foreign to the common problems to all the Afro-descendants of the Country. It is for this
situation, that it is needed to help political public national and departmental, adopting them to be
faced to achieve the rights are recognized etnoculturales and development of communities Afro
descendants Municipal.
The communities Afro-descendants must be provided with the support of The State
to be born in mind and not to be excluded or alienated of the approach and to lead to the practice
in the municipal development.
For the previous thing, based on the framework of the Constitution and Law 70, the

community leaders, in order to investigate about the problems that he bothers to the community
Afro-descendants of the Municipality and by means of the action participative there was prepared
a proposal of municipal agreement that contains a series of lineaments for the application of
affirmative action’s, targets and decisions on the part of the municipal government.
The lineaments of the proposal are represented in the improvement of the quality of life of
the population Afro-descendants, the strengthening of his culture, the guarantee and recognition of
his rights as ethnic group, proposal of effective measurements to fight the discrimination in all his
spheres, promotion of the relations of social joint responsibility and the recognition and support to
Social and cultural, economic and organizational dynamics of the Afro-descendants of the
Municipality.
Likewise, they raised as strategic axes between others, following: Economy and
Development, Education, Culture and Sports, Third age, Health and environment, infancy and
adolescence, Equity and protection to the woman, special and right Protection to the persons in
