| dc.description.abstract | La presente investigación pretende analizar la problemática publica actual en Colombia en relación con el ejercicio de la función pública, siendo esta vista como el eje central del actuar estatal, mediante la cual a través de su funcionamiento juega un papel garante frente a la solución de problemas de la sociedad. La investigación emplearía un método analítico, e interpretativo fundamentado en una revisión bibliográfica, siendo necesario de esta manera examinar el marco legal y constitucional de la función pública entendiendo esta como la herramienta principal de accionar estatal para lograr sus fines, y así fundamentar la importancia de las relaciones de la sociedad con el Estado y su impacto en la calidad de vida, para finalmente determinar si este ejercicio de la administración pública termina relacionada con la problemática publica colombiana. | spa |

| dc.description.abstractenglish | The present investigation tries to analyze the current public problem in Colombia in relation to the exercise of the public function, being this view as the central axis of the state action, through which through its operation it plays a guarantor role in front of the solution of problems of the society. The research would use an analytical and interpretative method based on a bibliographic review, being necessary in this way to examine the legal and constitutional framework of the public function, understanding this as the main tool of state action to achieve its purposes, and thus substantiate the importance of the relations of the society with the State and its impact on the quality of life, to finally determine if this exercise of the public administration ends up related to the Colombian public problem. | spa |
