| dc.description.abstract | La presente monografía de grado tiene como objetivo, describir si las medidas de atención a los Segundos Ocupantes del Municipio de San Carlos - Antioquia, contempladas en el Acuerdo No. 33 de 2016, permiten materializar los derechos, principios y garantías que le corresponde a esta población, dentro del Proceso de Restitución de Tierras que adelanta la Unidad Administrativa Especial de Gestión de Restitución de Tierras despojadas – UAEGRTD, en el marco de la reparación integral a las víctimas del conflicto armado en Colombia.
El presente documento busca concientizar acerca de la problemática de los Segundos Ocupantes, la cual se puede convertir en un conflicto social sobre la tenencia de la tierra, el que a largo plazo sería difícil de dominar y el Estado no contaría con medidas efectivas para su solución. | |

| dc.description.abstractenglish | The objective of this degree monograph is to describe whether the measures of attention to Second Occupants of the Municipality of San Carlos - Antioquia, contemplated in Agreement No. 33 of 2016, allow to materialize the rights, principles and guarantees that correspond to this population, within the Land Restitution Process carried out by the Special Administrative Unit for the Management of Restitution of Dispossessed Lands - UAEGRTD, within the framework of comprehensive reparation to the victims of the armed conflict in Colombia.
This document seeks to raise awareness about the problem of Second Occupants, which can turn into a social conflict over land tenure, which in the long term would be difficult to control and the State would not have effective measures for its solution . | |
