El artículo consiste en mostrar un avance parcial del proyecto de investigación titulado “El federalismo fiscal y cambio político” haciendo especial énfasis en las técnicas de recopilación de datos, entendidas como el conjunto de alternativas que tiene el investigador para recuperar información significativa de acuerdo al objetivo del estudio (Álvarez-Gayou, 2008). Para tal efecto, se analiza el fundamento ontológico, epistemológico y metodológico de la entrevista no directiva y análisis del discurso. La primera, según Guber (2001) es una relación social de manera que los datos que provee el entrevistado son la realidad que éste construye con el entrevistador en el encuentro. En tanto el segundo destaca la necesidad de enmarcar el estudio de los procesos sociales en sus contextos históricos, rechaza explicaciones universales y generalizables y se decanta por modelos sociales específicos y por el énfasis en las contradicciones y transformaciones en contra de visiones lineales (Gordo y Serrano, 2008). Por otra parte, se analiza la importancia de la reflexividad, como una toma de postura crítica que permite al investigador llevar a cabo decisiones en el marco del análisis constante. De esta manera, la elección de toda técnica de recuperación de datos debe fundamentarse en una toma de postura crítica; es decir, desde la reflexividad y tomando en consideración la coherencia y armonía entre sus aspectos ontológico, epistemológico y metodológico.This paper consists of showing a partial progress of the research project entitled "Fiscal federalism and political change" with special emphasis on data collection techniques, understood as the set of alternatives that the researcher has to recover significant information according to the objective of the study (Álvarez-Gayou, 2008). For this purpose, the ontological, epistemological and methodological foundation of the non-directive interview and discourse analysis is analyzed. The first, according to Guber (2001), is a social relationship in such a way that the data provided by the interviewee are the reality that the interviewer builds with the interviewer in the meeting. While the second highlights the need to frame the study of social processes in their historical contexts, rejects universal and generalizable explanations and opts for specific social models and for the emphasis on contradictions and transformations against linear visions (Gordo & Serrano, 2008). On the other hand, the importance of reflexivity is analyzed, as a critical stance that allows the researcher to carry out decisions within the framework of constant analysis. In this way, the choice of any data recovery technique must be based on a critical stance; that is, from reflexivity and taking into consideration the coherence and harmony between its ontological, epistemological and methodological aspects.
