| dc.description.abstract | El Conflicto armado que ha vivido Colombia a lo largo de más de cinco décadas dejando a su paso miles de víctimas llenas de dolor y sufrimiento, ha evidenciado el estado de vulnerabilidad e indefensión en que se encuentran los menores de edad a lo largo y ancho del país, víctimas del reclutamiento forzado por los grupos armados al margen de la ley; así como la fragilidad del Gobierno Nacional para garantizar el no reclutamiento de menores dentro del Territorio Nacional y conocer cuantos han sido los menores que fueron vulnerados dentro del conflicto, determinando las cifras reales de los menores que hicieron parte de la guerrilla de las FARC-EP. El Estado debe velar porque en el marco del Acuerdo de Paz firmado con este grupo guerrillero, se establezca la correcta implementación del acuerdo en su numeral cinco (5)¨ Reparación de Victimas¨, por un lado para la puesta en marcha de los planes de acción que garanticen la restitución y reparación de los derechos sobre los menores de edad que fueron reincorporados tras la firma del Acuerdo y por el otro revelar la verdad frente a las cifras de cuantos menores fueron entregados por el grupo guerrillero dentro del proceso en el periodo comprendido entre 2016 y 2020 para el departamento del Cauca. | |

| dc.description.abstractenglish | The armed conflict that Colombia has lived through for more than five decades, leaving in its wake thousands of victims full of pain and suffering, has evidenced the vulnerability and defenselessness in which minors find themselves throughout and across the country, victims of forced recruitment by illegal armed groups; as well as the fragility of the National Government to guarantee the non-recruitment of minors within the National Territory and to know how many minors have been violated during the conflict, determining the real number of minors who were part of the FARC-EP guerrilla . The State must ensure that within the framework of the Peace Agreement signed with this guerrilla group, the stablishment of the correct implementation in its number five (5) ¨ Victims Reparation¨, on the one hand for the implementation of the Plans of Action that guarantees the restitution and reparation of the rights of minors who were reinstated after the signing of the Agreement and, on the other hand, reveal the truth regarding the figures of how many minors were handed over by the guerrilla group within the process in the period comprised between 2016 and 2020 for the department of Cauca. | |
