| dc.description.abstract | La emergencia sanitaria causada por la pandemia del Covid-19, afectó a todos los gobiernos nacionales y locales, quienes debieron ajustar sus prioridades dentro de los planes de gobierno, en busca de mitigar los efectos sociales de la pandemia y así aliviar la incertidumbre a la que se enfrentaban los ciudadanos. Ante este panorama, es importante revisar cómo se gestionaron los procesos de intervención directa como lo son los presupuestos participativos, así como la respuesta ciudadana ante la ausencia de la presencialidad y la efectividad lograda en el desarrollo de estos espacios, donde para el caso de Bogotá la comunidad votó y decidió la destinación del 50% del presupuesto asignado a sus localidades.
De acuerdo con lo anterior, la presente investigación pretende analizar la gestión de los recursos que fueron asignados a los Fondos de Desarrollo Local en la ciudad de Bogotá durante el año 2020, en lo concerniente a los presupuestos participativos, enfocándose en las metodologías y estrategias utilizadas por la administración para la realización de estos espacios. Para ello, se empleará un tipo de estudio descriptivo con un enfoque mixto, a través del análisis de contenido a la información reportada por las alcaldías locales en sus informes de rendición de cuentas, así como el informe de gestión presentado por la Secretaría de Gobierno y el Instituto Distrital de la Participación y Acción Comunal – IDPAC. | |

| dc.description.abstractenglish | The health emergency caused by the Covid-19 pandemic affected all national and local governments, who had to adjust their priorities within their government plans in order to mitigate the social effects of the pandemic and thus alleviate the uncertainty faced by citizens. Given this scenario, it is important to review how direct intervention processes such as participatory budgets were managed, as well as the citizen response to the absence of presence and the effectiveness achieved in the development of these spaces, where in the case of Bogota the community voted and decided the allocation of 50% of the budget allocated to their localities.
In accordance with the above, this research aims to analyze the management of the resources that were allocated to the Local Development Funds in the city of Bogota during the year 2020, regarding participatory budgets, focusing on the methodologies and strategies used by the administration for the realization of these spaces. For this purpose, a descriptive type of study with a mixed approach will be used, through the content analysis of the information reported by the local mayors' offices in their accountability reports, as well as the management report presented by the Secretariat of Government and the District Institute for Participation and Community Action - IDPAC. | |
