| dc.description.abstract | La sentencia de tutela T-388 de 2013, emitida por la Corte Constitucional, identificó, las graves falencias que en materia de habitabilidad, salud y dignidad humana que se han venido presentando en el sistema penitenciario y carcelario de Colombia, destacando entre ellas, las graves afectaciones en lo que, a acceso a la salud, la alimentación y los servicios asistenciales se refiere. Con este insumo inicial, se pretende identificar y analizar las oportunidades de mejora en cuanto a higiene y seguridad en la operación de transporte y distribución de alimentos, desde la cocina de la estructura 2 de la Cárcel y Penitenciaria con Alta y Mediana Seguridad de El Barne, hasta cada uno de los pabellones. Se hará una comparación entre el manual vigente de manipulación de alimentos expedido y actualizado por la Unidad de Servicios Penitenciarios y Carcelarios (en adelante USPEC), y la manera en que actualmente, por fuerza de necesidad y limitación de recursos, se desarrolla esta operación. | |

| dc.description.abstractenglish | Sentence T-388 of 2013 (Constitutional Court, 2013), identified for 9 years, the serious shortcomings that in terms of habitability, health and human dignity had been presenting in the penitentiary and prison system of Colombia, highlighting among them, the serious effects in terms of access to health, food and care services. With this initial input, this monograph aims to identify and analyze the opportunities for improvement that currently exist in terms of hygiene and safety in the operation of transport and distribution of food, from the kitchen of structure 2 of the Jail and Penitentiary with High and Medium Security of El Barne, up to each of the pavilions, in the first quarter of 2022. A comparison will be made between the current food handling manual issued and updated by the Penitentiary and Prison Services Unit (hereinafter USPEC), and the way in which this operation is currently carried out due to necessity and limited resources. The relevance of this research lies in the importance that the analyzed process has not only in terms of compliance with the ruling of the Constitutional Court, but also because of its direct and evident impact on the health and human dignity of people deprived of liberty. (hereinafter PPL), in each of the ten pavilions of Structure 2 of El Barne jail and penitentiary with high and medium security (hereinafter CPAMSEB), in Cómbita Boyacá. Manuals from INPEC and USPEC, Judgments issued by the courts regarding food in this prison establishment and specialized literature on the subject will be used, in order to support each of the findings and proposed solutions. On December 24, 2022, USPEC put into operation at the CPAMSEB, what it presented as the "Most Modern Prison Kitchen in Latin America" (USPEC, 2021). However, to date these facilities do not work at one hundred percent of their capacity, and there are many new developments that have been reported each month in terms of their operation and compliance with minimum health expectations, being the subject of several follow-up alerts. to the contract, tutela actions and sanctions to the operator of the assigned consortium.
One of the most important and obvious bottlenecks occurs in the section of the supply chain between the exit door of the kitchen and the distribution of the plastic trays to the PPL in the pavilions, because, although at the beginning of the chain are adjusted, as it should be according to the manuals already mentioned, these corrective measures in terms of hygiene and quality assurance, in the last section of the supply chain are completely lost, due to bad hygienic practices , lack of specific food distribution areas, lack of training and adequate training for the personnel in charge, etc. The final product will be a document that contains a series of recommendations addressed to USPEC, INPEC and the direction of the CPAMSEB, with a view to ensuring this last stretch, substantially improving the conditions of sanitation, dignity and health of the PPL. | |
