| dc.description.abstract | La prestación de los servicios de salud es una política pública nacional que también ha sido acogida en los diferentes niveles del orden territorial (departamental, distrital y municipal). En el departamento de Santander, al igual que en gran parte de los territorios a nivel nacional, se identifican dificultades en el sector salud que históricamente representan grandes retos, sobre todo para las instituciones públicas prestadoras de estos servicios, quienes se ven directamente afectadas en términos financieros.
En este entendido, con el presente análisis se abordarán los resultados obtenidos en esta política pública, medidos a través del impacto que han tenido los Programas de Saneamiento Fiscal y Financiero formulados e implementados en las Empresas Sociales del Estado del Departamento de Santander al cierre de la vigencia fiscal 2022, que corresponde a último período de administración departamental que ha culminado completamente.
Se pretende que los resultados de este trabajo generen un conocimiento de apoyo que permita fortalecer la toma de decisiones directivas de las instituciones de salud que forman parte de la red pública del departamento de Santander frente a su situación financiera y lo que se puede esperar en el largo plazo con relación a su sostenibilidad. | |

| dc.description.abstractenglish | The provision of health services is a national public policy that has also been accepted at the different levels of the territorial order (departmental, district and municipal). In the department of Santander, as in a large part of the territories at the national level, difficulties are identified in the health sector that historically represents great challenges, especially for the public institutions that provide these services, who are directly affected in terms of financial.
In this understanding, with this analysis the results obtained in this public policy will be addressed, measured through the impact that the Fiscal and Financial Reorganization Programs formulated and implemented in the State Social Enterprises of the Department of Santander have had at the close of the Fiscal validity 2022, which corresponds to the last period of departmental administration that has completely ended.
It is intended that the results of this work generate a knowledge of support that allows strengthening the managerial decision-making of the health institutions that are part of the public network of the department of Santander regarding their financial situation and what can be expected in the future. long term in relation to its sustainability. | |
