| dc.description.abstract | La propuesta de investigación se centra en Tarapacá, una zona no municipalizada que pertenece
al Departamento de Amazonas, cuenta con una extensión aproximada de 1.830 kilómetros
cuadrados. Se encuentra ubicado al norte del trapecio Amazónico en la confluencia del río
Cotuhé en el río Putumayo. Limita al sur con el municipio de Leticia y el municipio de Puerto
Nariño, al occidente con el área no municipalizada de Puerto Arica y la República del Perú, al
norte con el área no municipalizada de la Pedrera y al oriente con la Republica del Brasil.
Los ciudadanos Tarapaqueños llevan una lucha de años ante diferentes entidades encargadas,
cuya petición es lograr salir del limbo jurídico y administrativo en el que se encuentra el
territorio; por ello la necesidad de elevar a Tarapacá como el tercer municipio del Departamento
del Amazonas y nuevo municipio del país. Con la municipalidad se busca organizar el territorio,
tener gobierno propio y autonomía, la creación de políticas públicas que fomenten el desarrollo
social y el efectivo goce de los derechos de los ciudadanos, motivación idónea para la presente
investigación cuyo objeto es el de trazar una hoja de ruta teniendo en cuenta aspectos sociales del
territorio y la normatividad correspondiente, como insumo para coadyuvar en el proceso de
municipalización. | |

| dc.description.abstractenglish | The research proposal focuses on Tarapacá, a non-municipalized area that belongs to the
Department of Amazonas, with an approximate area of 1,830 square kilometers. It is located
north of the Amazonian trapeze at the confluence of the Cotuhé River with the Putumayo River.
It limits to the south with the municipality of Leticia and the municipality of Puerto Nariño, to
the west with the non-municipalized area of Puerto Arica and the Republic of Peru, to the north
with the non-municipalized area of La Pedrera and to the east with the Republic of Brazil.
The citizens of Tarapaqueños have been fighting for years before different entities in charge,
whose request is to get out of the legal and administrative limbo in which the territory is located;
For this reason, the need to elevate Tarapacá as the third municipality of the Department of
Amazonas and the new municipality of the country. With the municipality, it seeks to organize
the territory, have its own government and autonomy, the creation of public policies that promote
social development and the effective enjoyment of the rights of citizens, an ideal motivation for
the present investigation whose object is to draw a sheet route taking into account social aspects
of the territory and the corresponding regulations, as an input to assist in the municipalization
